PHILADELPHIA, PA — Walk the Ben Franklin Bridge from Old City into Camden and you cross a wage line worth more than eight dollars an hour. Pennsylvania's legal minimum is still 7.25. New Jersey's, on the far side of the Delaware, is 15.92. The work does not change. The address does.

Pennsylvania has not moved off the federal floor since 2009, and the state's Minimum Wage Act is the whole story for private employers here. City Council cannot set a citywide floor for a corner store in Kensington or a warehouse off the Boulevard. That authority sits in Harrisburg.

The $17.63 figure is real, but narrow. The city's Minimum Wage Standard reaches people working on city contracts and at organizations taking city money. It does not reach the restaurant on East Passyunk or the shop on Frankford Avenue.

The Address Where You Work Decides the Floor

Here is the rule that trips people up: the legal minimum is set by the address where the work happens. Not where you live. Not where the company keeps its headquarters.

Live in Fishtown and take a job at a Cherry Hill distribution center, and New Jersey's $15.92 covers you. Live in Pennsauken and commute over the Betsy Ross to Port Richmond, and $7.25 is the legal floor for those hours. Delaware County has its own version: run down I-95 into New Castle County and Delaware's $15.00 applies, but stay in Chester or Upper Darby and you are back under Pennsylvania law.

What Philadelphia Jobs Actually Pay

None of this means $7.25 is what you should expect to be offered. It is a legal floor, not a market rate, and almost nothing here advertises at it.

The Bureau of Labor Statistics put the average hourly wage across the Philadelphia metro at $34.49 in its May 2025 survey, released this July. Even at the entry end, the food preparation and serving group averaged $18.11 an hour and healthcare support averaged $17.73. Posted hourly ranges for warehouse, retail and customer service work in the city generally open in the mid-teens.

Where the floor still bites is in the corners of the market: tipped work, very small independent employers, and part-time schedules. If you are offered close to the minimum here in 2026, that says something about the employer, not about the city.

Tipped Work Is Where the Gap Is Widest

Pennsylvania lets an employer pay a cash wage of $2.83 an hour and count tips toward the rest. New Jersey's cash wage is more than double that at $6.05. Delaware's is the lowest of the three at $2.23. All three require the employer to make up the difference if tips fall short of the full minimum for the week.

The real difference is the floor under a slow shift. A server working a rainy Tuesday in Old City has a thinner guarantee than one working the same rainy Tuesday in Collingswood, ten minutes away.

What Could Change

The Pennsylvania House passed a bill in March 2026 that would step the state minimum to $11 in 2027, $13 in 2028 and $15 the year after, as WHYY reported at the time. It faces the obstacle the last three attempts did: a state Senate controlled by the other party. Mayor Cherelle Parker has separately pushed Harrisburg to let the city set its own wage rules.
